Can I cancel a shiptment?

Yes you can cancel a shipment but only if you haven't created the manifest and transmitted it yet. 

If you have approved the shipment you will need to go back into Sales > Orders. There where the button for approve shipment was you should see cancel shipment. This will allow you to cancel the shipment.
