No Tariff Codes in Product (when creating manifest admin refreshes)

If while you're trying to create a manifest the admin just refreshes back to the order and no manifest was created try looking at the order. 

If this order is being shipped through customs the issue is probably that there are no HS Tariff Codes on the product. In order to ship through customs the products need tariff codes.
